211210 offset T4 stepback to hf bracket.

On 10dec21 we measured the distance from the T4 hf bracket location to the T4 step back (that is below it)
The measurement was:

from ao9 measure the location of the lower right edge of the T8 bracket that is in place
swing in azimuth to point at the t4 tower

move a little off center so the bracket and step back location are not blocked by scaffolding.

Measure the location of the T4 bracket location
move down in elevation to measure the the location of the step back
compute the height of the bracket location above the step back.

the table shows the measured values and pictures of where the measurements were taken (at the cross hair).

The step back at T4 and T12 are at the same height while the step back (for this stepback) is 4 feet higher (from the 1960 drawings).

The bracket on T4 and T8 should be placed 53 inches above the step back.
